
The Partnership is a private, non-profit organization committed to the prevention of youth alcohol/drug abuse through the process of awareness, education, and action. A major emphasis is to build coalitions in order to mobilize the entire community to stop the demand for drugs.

COARMM's mission is to increase the survivability and social integration and viability of its target population - at-risk minority males between the ages of 14 and 21. Toward this end, COARMM has adopted the intermediate goals of addressing factors that have been shown statistically to shorten (1)life expectancy and (2)economic well-being of the target population. Special emphasis is placed on reducing homicide and other criminal behavior, hypertension, and drug and substance abuse. Additional emphasis is placed on increasing self-esteem, reducing unemployment, improving educational attainment, preventing drop-outs, and reducing the rate of single parenthood and teenage pregnancy. Emphasis is also placed on preventive health measures and early medical intervention when problems are identified.

The Task Force is multi-disciplinary in structure and reflects multiple stategies for addressing the problems of youth gang violence and drugs in Madison County, Huntsville, Alabama. The Task Force is made up of 12 committees which address youth problems in several ways.
